Rwanda Health Minister Warns Youth Over Rising Illegal Vaping

RUBAVU, RWANDA — Rwanda’s Minister of Health, Dr. Sabin Nsanzimana, has issued a public warning regarding the Rwanda youth vaping ban, citing a rising trend in young people using illegal electronic nicotine delivery devices.

Speaking to residents in Rubavu District, Nsanzimana highlighted that discrete e-cigarettes designed to resemble USB drives or pens have gained popularity among teenagers. “Vaping among youth, using small devices that look like flash drives or pens, has become very trendy,” Nsanzimana said. “We want to emphasize: please do not vape. It damages your lungs, vital organs, and immune system.”

The minister noted that lab analyses revealed several confiscated e-cigarettes contained illicit substances, including cannabis and cocaine, mixed with synthetic flavorings. He added that nicotine concentrations in these devices often far exceed those found in traditional combustible cigarettes.

Local government officials highlighted cross-border logistics as a key driver of non-compliance with the Rwanda youth vaping ban. Rubavu Vice Mayor for Economic Development, Deogratias Nzabonimpa, explained that the district’s proximity to the Democratic Republic of Congo complicates regulatory enforcement. “Because of our proximity to the border, drugs and substandard drinks can easily be smuggled into the country,” Nzabonimpa stated.

The public health assembly also featured community testimonials, including remarks from Augustin Habimana, a former local addict, who shared his recovery journey to discourage substance dependency among local teenagers.

Why it matters: Because Rwanda maintains an absolute legal prohibition on electronic cigarettes, a direct ministerial warning highlights an ongoing border enforcement gap rather than a new regulatory proposal.
